Through the new Spotify–Universal agreement for creating remixes using AI tools, this gives hope for the arrival of stems on Spotify. However, it will almost certainly come with an additional cost.

What gives me hope is that we may be moving beyond a model focused purely on listening and into one that also includes track manipulation. From that perspective, and considering Spotify’s push to create more revenue opportunities for artists, the introduction of paid add-ons could potentially pave the way for a Spotify DJ platform, similar to TIDAL and Beatport. Of course, this is all just speculation.

Don’t get too excited though, as it says “songs from participating artists and songwriters” so the question is… how many artists will want to participate?
How are Tidal and Souncloud able to get agreements in place for stems but the big boys Apple and Spotify can’t?
It’s more likely a case of “won’t” rather than “can’t” - like you say they’re the big boys, so they have lots of customers and are enjoying the fruits of their labour. If they have to pay the copyright holders more, that eats into their profit (or they have to raise prices which potentially loses customers).
Besides, often the small fish offer just as good a selection of tracks. You don’t NEED to use Spotify or Apple Music.
