Add Main Out Effect to Windows

On Windows app, there is no Master EQ. It would be nice to have master EQ beside limiter. Parametric if possible. I think this is available on Mac, but I do not have one to check.

Master Eq is a great tool to tune room modes out and set up balanced sound for a venue. Very often there is nothing besides active speakers with basic eq.

I can always use some fancy global EQ on my laptop, but that is a pain in the butt to set up and configure (especially on Windows).
