I already found some other posts about this. One said that this has been implemented in dJay for iOS 2.0. But it doesn’t mention how??
How can I enable slip mode globally. So that whatever I do, the two tracks stay in sync. No matter if I scratch or play around with beat loops.

At this time there is not yet a setting to permanently/globally enable slip mode in djay for iOS.
I will, however, pass this along to our dev team for further consideration.
Additionally if you look at page 73 (sec. 5.9) of our djay for iOS manual it gives you a brief rundown of how to enable slip mode on an active deck.
