I was surprised not to be able to assign the manual /instant effect. Very annoying to have to press the button via laptop when I like to take advantage of all the great effects. Should be no big deal to do.
I’m not sure I understand your problem exactly. You can assign both the manual and the Instant FX via midi.
Perhaps you can specify this in more detail?

Hi @Jason_Jaso, we have a comprehensive set of MIDI commands for both Manual and Instant FX. Please ensure that you have the Target set to Deck 1, 2, 3, or 4 then scroll down to the FX sections to see the available commands. Please note the available commands will differ depending on whether you are mapping a button, knob or fader. I hope that helps!

I wanted to be able to toggle between the manual and instant efx, instead of having to use the mouse to see one or the other visually. So I was hoping to set it to a MIDI key to go back and forth quickly as I use both.

With the Mixtour Pro, selecting a pad mode twice will display the corresponding elements on the screen. Perhaps it would be possible to make this possible in principle and not just limited to certain controllers.
