Windows 10: Keyboard shortcuts for start/end cue points Alt-Q, Alt-T, Alt-Y, Alt-P don't work

I’ve tried this on two different Windows 10 machines and it fails on both.

Keyboard shortcuts for setting start end cue points Alt-Q, Alt-T, Alt-Y, Alt-P don’t work on Windows 10. Nothing happens when I press the key combinations. Some other keyboard shortcuts work as expected.

Is there another way (than using keyboard shortcuts) to set end cue points?

I found that if you don’t have an AltGr key, you can just press Ctrl-Alt instead
