It’s possible to use external hard drive and Traktor S2 MK3 in the same time on iPad???

Whether you can connect two or more USB devices to your (USB-C) iPad depends on the USB-C adapter you use. It should be iPad compatible and have several inputs.
Note that iPads with Lightning ports won’t be able to connect to more than one USB device simultaneously.

songs to iCloud from Windows, then when I go to Dj Pro, I see the
loaded folders, but there is no song inside! But if I then see from
File or on Windows, the songs are there! Is there anything else I

Just to add my input, lightning port iPads can indeed use more than one usb at the same time with the right USB adapter.
I used to use my old SB3 and hard drive together all the time.
You need the Apple adapter and a powered usb hub.
I’ve written two threads in the previously one here and another here.
Have a read through them, all you need is in them and you will be able to access your controller and hard drive simultaneously.
